This time, rather than promoting a product and having to pay for air-time we allow for people to send in their creative works to fortune 500s, allowing a small incentive in exchange for a comic or otherwise interesting and humourous commercial.
Based on quality a person can get time under certain networks. It's localized, say, by state, so that everyone has a chance to a little extra dough for bringing something to the table. An invitation to a new career field.

Similar to a sponsorship, it doesn't really matter what you bring, if the company stands behind the ad, they'll pay you to air it.
