Homeless initiative

This is absolutely mandatory

Not only for a completely free and good society, but the resources given in many ways come from them.

A local decision can be made if certain "embodiments of the area" would like to petition to stay in the general area.

Everyone who does not petition will be granted the starter homes outside of city limits with travel capabilities.
